Television channels and streaming services in the Netherlands are still not fully accessible to the deaf and hard of hearing, because not all programs and films are subtitled. There are no legal requirements for subtitling on streaming services such as Netflix, Videoland and HBO Max. Interest group Elke(in) calls for measures and wants commercial providers to be legally obliged to make their programs more accessible. The NPO is an exception and has itself established guidelines for subtitling for the deaf and hard of hearing.
