The chance that users of Popcorn Time or other illegal viewing services will soon receive a fine in the mail is small. These TV and film services are difficult to tackle legally and in order to recover damages from illegal viewers, internet providers such as Ziggo and KPN must provide names and addresses. They are not eager to deliver their customers.
