When economic interests are at stake, democracy often loses out. And politicians are not honest about that. Filmmaker Digna Sinke came to this worrying conclusion when making the documentary 'Under the Surface'. The film is about the political decision-making surrounding the third floor of the Western Scheldt and the years of discussion about whether or not to depolder the Hedwigepolder. After the screening of 'Under the Surface', Sinke entered into a conversation with the audience and stakeholders at the Film by the Sea festival.
